Applicants must:

  • Have a GPA of 3.2 or higher
  • Be seeking admission to a two-year graduate program at a US university
  • Be willing to commit to a minimum of five years of service as a USAID Foreign Service Officer

The USAID Donald M. Payne International Development Graduate Fellowship Program provides training for individuals interested in working on pressing global challenges through the U.S. Agency for International Development. The fellowship provides up to $90,000 for graduate school, internships, and professional development activities, along with entrance into the USAID Foreign Service. Applicants must have outstanding academic records, significant service and extracurricular involvement, outstanding leadership skills, and demonstrated interest in international development. Applicants from groups historically underrepresented in the Foreign Service and those with financial need are especially encouraged to apply.
